Make parade of lights live up to its name

As an out-of-state first-time viewer of the parade of lights, I was impressed by the wide variety of churches, schools, companies, military and civic organizations participating.

This was also true of the marching groups, bands and the persons on many of the floats. 

This could be corrected very easily. 

Just like the Rose Parade that requires every inch of their floats to be covered with vegetation, every unit in this parade should be required to be illuminated. This could be done very easily with the wide variety of battery operated LED, halogen, and incandescent lamps available today.
